Assistant General Manager
Sharon Morris
Sharon
Morris serves as Assistant General Manager for the City of
Los Angeles Community Development Department. She is responsible
for directing, monitoring and administering three operating
divisions within the Department: Human Services and Family
Development, Neighborhood Development and L.A. Bridges, the
City's gang prevention and intervention program. In this position
she is responsible for the development, oversight and implementation
of complex programs and strategies to improve the quality
of life for low- and moderate-income individuals, neighborhoods
and communities.

Morris
became Executive Director of the nation's first Department
on Disability in July 1998. She was responsible for the development,
and implementation of policies, programs, services and activities
to improve the quality of life for persons with disabilities
within the City. Responsibilities included: implementation
and monitoring of Title II of the Americans With Disabilities
Act; providing ADA compliance training for City departments
and private businesses; training, job development, and placement
of persons with disabilities in both the public and private
sectors; crisis intervention; information and referral services;
and administration of grant programs.
Sharon
Morris has twice served as interim General Manager for the
City of Los Angeles' Department of Animal Services; first
in 1997 - 1998 and again in 2004. She oversaw the agency's
$15 million budget, $154 million bond-funded facility construction
program and 300 member staff. She was responsible for the
agency's enforcement of all laws and ordinances regulating
the care, custody, control and prevention of cruelty to animals
in the City of Los Angeles; as well as the Department's permit
system, animal licensing operation, and the six Animal Service
Centers.

From
January 1996 through September 1997, Morris served as Mayor
Riordan's Deputy Mayor for Neighborhood and Community Affairs,
and was responsible for overseeing City department program
and service delivery, community outreach, development and
implementation of initiatives and community building activities,
as well as directing field staff and Volunteer Bureau operations.

Ms.
Morris also served as a commissioner on the Board of Public
Works, which is the executive management team for the Department
of Public Works. The agency is responsible for the maintenance
of the City's infrastructure system.

From
1990 to 1994, Morris managed the South Coast Air Quality Management
District's (AQMD) legislative program, and was the primary
contact for all federal and state elected representatives.
Her career also includes positions with the Southern California
Gas Company, the Office of the Chief Legislative Analyst for
the City of Los Angeles, and as a Community Planning and Development
Representative for the U.S. Department of Housing and Urban
Development.

Morris
holds an M.A. in urban planning from the University of California,
Los Angeles, and a B.A. from California State University,
Los Angeles. She has also lectured in the UCLA School of Public
Policy and Social Research and has been a regular speaker
at conferences and workshops. |
