CDD Assistant General Manager
Manuel Chavez

Manuel (Manny) Chavez serves as the Assistant General Manager for the City of Los Angeles Community Development Department (CDD) with responsibility for all Planning, Research and Evaluation activities. This includes but is not limited to preparation of the Workforce Investment Board’s Annual Plan, the Consolidated Plan, the tracking and reporting of all customer activity, the evaluation of all contractor performance and coordination of all of the CDD’s performance excellence efforts that are based on the application of Malcolm Baldrige National Quality Award Criteria.

Manny is in his 26th year with the City, all with CDD. He has risen through the ranks performing virtually every duty that can be performed within the Department. For four years he served as Director of the Department’s Workforce Development System. During his tenure and through the implementation of Baldrige based efficiencies, the System’s stature grew even with an almost 45% decrease in Federal revenue and a corresponding decrease in staff.

More recently Manny served as Director of the Department’s Human Services Division which, under his leadership, was completely redesigned into the FamilySource System. Through the FamilySource System the infrastructure has been established for the implementation of anti-poverty initiatives and services within the City. At the core of the system are 21 FamilySource Centers that are expected to serve 50,000 low-income City residents annually.

From 1998 through 2001 Manny served as Executive Director of the City’s Youth Fair Chance program. Youth Fair Chance was a collaborative of non-profit and public entities providing a comprehensive array of social and educational services to residents of the Westlake/Pico-Union communities. Manny was responsible for incorporating Youth Fair Chance into a non-profit, community based organization, now known as Central City Neighborhood Partners.

Manny is a 1981 graduate of the University of Southern California and spent four years working for USC’s School of Public Administration prior to his City service.
