Business Incentive Zones

The Enterprise and Renewal Community Zones, along with the Targeted Employment Areas, are vital development tools for distressed urban communities. Through a combination of innovative tax incentives, federal grants, and partnerships, these programs have helped create new businesses, jobs, housing, education and healthcare opportunities for thousands of Americans.

State Enterprise Zones (SEZ)
State Enterprise Zones were designated to assist depressed areas of the City with economic development and job creation to stimulate the economy and assist people with barriers to employment find and retain permanent, full-time jobs.

SEZ Information, Tax Incentives & Credits, and Zone Area Maps

Targeted Employment Areas (TEA), City of Los Angeles
The Targeted Employment Area (TEA) is a State-approved area whose residents are automatically eligible for the Enterprise Zone Hiring Tax Credit. Business submitting Hiring Credit Voucher Applications need provide only proof of the employee's residence within a TEA. The map and Address Range is only for the Los Angeles-Hollywood and East Los Angeles State Enterprise Zones. However, businesses located within these two SEZ jurisdictions may use a valid TEA from another jurisdiction, such as Long Beach or Santa Clarita.

Business Incentive Zone Maps

The Zone Information and Map Access System (ZIMAS) is designed to provide comprehensive property information for specific addresses. The information generated by this tool generally lists economic development information on the second page of the report.

The Housing & Urban Development Empowerment Zone Address Locator allows you to determine if your address is in a Federal Empowerment Zone and eligible for certain tax incentives.
